What Australian newspapers say on Thursday, April 27, 2000

AAP General News (Australia)
04-27-2006
What Australian newspapers say on Thursday, April 27, 2000

SYDNEY, April 27 AAP - Fears about the national card are unfounded, The Daily Telegraph
says in an editorial today.

Recalling the campaign against the Australia Card proposed by the Hawke Labor government,
it says the "Big Brother" bogeyman of George Orwell's novel, 1984 is longer relevant.

" ... technological advances of the past decade have meant the concept of 'personal
identity' has changed dramatically. Most of us have consented already to the digitisation
of the critical details of our lives.

"So the idea of one card on which certain details of our identity are encoded, and
with which we can gain one-step access to government benefits, is scarcely a radical proposal.

"It looks like simple commonsense ..."

The Australian says the proposed "smart cards" strike a balance between efficiency and privacy.

It should streamline Australians' dealing with their government while not having the
implications of a compulsory national ID card.

Recent estimates suggest identity fraud costs more than $1 billion a year.

" ... concentrating so much data - especially highly personal information such as medical
and financial records - while allowing for it to be cross-referenced opens up huge possibilities
for mischief," it warns.

The Australian Financial Review says a case is building for a rate rise, with petrol
prices likely to push inflation above three per cent.

In the past producers have absorbed cost pressures rather than raise retail prices.

"They have been forced to do so by cheap imports and competitive domestic product markets,"

it says.

"However with the economy already close to full employment, the risks posed by strong
demand, high energy and other raw material prices, and limited spare production capacity
cannot be ignored ...

"A modest rate increase is never welcome, but can be necessary, and the economy is
strong enough to absorb it."

The Sydney Morning Herald says the boost to foreign aid widens Australia's options
and provides an unprecedented opportunity to confront the global aid conundrum head-on.

But the focus must remain on our region, it says.

"The problem with aid is getting the money to those who need it. Far too much money
has been wasted by incompetent administrations or siphoned off by corrupt regimes, passing
by the world's most desperate citizens."

With more money in the kitty, Australia should be able to address urgent grassroots
needs in health and education, without detracting from good governance programs.

The Age says the past week has illustrated the fine line Australia must tread in involving
itself in the Solomon Islands.

Already Australia's police were accused of provoking the riots, and the nation's opposition
party has also warned against "interfering in the politics of the country".

The newspaper also pointed to comments made by Foreign Affairs Minister Alexander Downer
the last time Australia sent troops to the Solomon Islands in 2003.

"(He said) there was a risk that Australia's presence could be resented and it might
be difficult to convince taxpayers to support a long commitment at a cost that is likely
to run into the billions."

"... If suspicions of neo-colonialism were to take hold in the minds of Solomon Islanders,
this would seriously complicate the mission."

The Herald Sun says the Immigration Department has finally revealed that 126 athletes
and officials who attended the Commonwealth Games have not left the country.

The department could not have been shocked by the figure, after a similar number overstayed
or sought asylum following the Sydney Olympics.

"What is troubling about Commonwealth Games overstayers has been the secrecy," it says.

"Last year the Immigration Department said it would be more open, but that has not been the case.

"As the most accident-prone department in the Howard government it has a culture of
denial or cover-up."

The Courier Mail says the Queensland Government has sensibly decided to leave electricity
retailing to the experts.

"With a totally deregulated market rapidly approaching, the decision to sell the retail
arm of Energex and the profitable retail operations of Ergon Energy makes good economic
sense and is good policy," it says.

"Ultimately, the decision to sell is an admission that opening the electricity retail
market will result in intense competition with better service, a bigger choice of products
and potentially lower electricity costs for most consumers."

The availability of power and at what price are central to the bigger issues of state
development in attracting energy hungry businesses and to underpin the high level of population
growth.

"For this reason, retaining control of electricity generation may be good long-term policy."

FED:Labor holds narrow lead in final polls

SYDNEY, Aug 21 AAP - Labor is holding onto a narrow lead over the coalition in the
final opinion polls of the federal election.

A Nielsen poll, published by Fairfax on Saturday, shows Prime Minister Julia Gillard's
Labor government ahead of Opposition Leader Tony Abbott's coalition on a two-party-preferred
basis by 52 per cent to 48 per cent.

On primary votes, the coalition's lead is 41.5 to 39 per cent, with the Greens on 13 per cent.

The Weekend Australian newspaper's Newspoll shows an even tighter contest, putting
Labor in front by a marginal 50.2 per cent to the coalition's 49.8 per cent on a two-party-preferred
basis.

Labor's primary vote is 36.2 per cent, with the coalition on 43.4 per cent and the
Greens on 13.9 per cent.

The Newspoll revealed swings against the Gillard government in Queensland and NSW,
where Labor has suffered in its primary vote in the last week of the campaign.

ALP's primary vote in Queensland is down eight percentage points in just three days
to 27 per cent, compared with 42.9 per cent in 2007, the Australian reports.

In NSW, Labor's primary vote is down from 39 per cent to 35 per cent, compared with
44.5 per cent at the last election.

Based on preference flows at the 2007 election, Labor has suffered a 2.5 percentage
point swing away from it since the last election and a 1.8 point swing against it since
last weekend.

A national uniform swing of 2.5 per cent against Labor would wipe out the government's
majority, with the loss of 13 seats, and result in a hung parliament.

The Nielsen poll shows Labor could hang onto government by finishing with between 77
seats and 79 seats, according to an analysis by Fairfax.

It shows Ms Gillard leads Mr Abbott as preferred prime minister by 51 per cent to 40 per cent.

Her 11-percentage-point lead is three points lower than a week ago.

VIC: Crew finds nothing in water search for missing boy

Eds: Reissuing to correct date in sixth par

MELBOURNE, Aug 10 AAP - A desperate search of Melbourne's Yarra River for missing nine-year-old
Yadav Munohur has yielded "nothing of interest," police say.

Water police today scoured both banks of the river from Williamstown to Dights Falls
in search of Yadav, who disappeared from his Hawthorn home last Thursday, Sergeant Dave
Spencer of Victoria Police said today.

Police air wing, water crews and State Emergency Service volunteers have spent days
combing Gardiner's Creek and the Yarra for signs of the missing boy using sonar equipment.

Today the search was limited to a single water police crew.

"It was a visual search," Sgt Spencer said.

Yadav was last seen leaving home towards a park near the Kooyong tennis stadium about
5.30pm on Thursday, August 7.

The Auburn South primary school student was wearing a dark blue jacket with green stripes,
blue tracksuit pants, a blue and white chequered shirt and blue slippers at the time he
disappeared.

The focus of the police investigation was initially at Gardiner's Creek near the park,
which is known to flood rapidly after rain.

Police held grave fears for Yadav's safety after Thursday night when temperatures plummeted
and rain caused heavy currents in the creek to swell by two metres.

Yadav has only lived in Australia since March, when his family migrated from Mauritius.

His family adopted him as an orphan in Mumbai two years ago, a fact police have hoped
will give him the resources to stay safe.

Fed: Unknown person put ecstasy tablet in my jeans, says Johns

AAP General News (Australia)

Fed: Unknown person put ecstasy tablet in my jeans, says Johns

SYDNEY, Aug 30 AAP - Australian rugby league great Andrew Johns says the ecstasy tablet
he was caught with in London was pushed into a pocket of his jeans at a crowded club by
an "unknown" person.

Johns today confirmed he was issued with a caution for possession of an ecstasy tablet
in London on Sunday.

Johns was arrested but not charged by British transport police, who apparently were
conducting a routine search at underground railway stations following the annual Notting
Hill Carnival, a statement from Johns' management The Fordham Company said.

"Following an interview with police he was told the misdemeanour did not warrant being
charged and instead was given an official caution," the statement said.

"Johns said today he recalled an unknown person pushing a tablet into his jeans at
a crowded entertainment venue last Sunday - his last day in the United Kingdom following
a six weeks overseas holiday."

In the statement, Johns said: "I was having such a good time, seeing it was the last
day before I flew home.

"I stupidly forget about the tablet and instead of getting rid of it I left myself
in a situation I soon deeply regretted.

"I have been a very foolish person and realise I have brought great disappointment
to my family, friends and many people, including lots of youngsters who have looked up
to me over the years. It has left a black mark on my reputation which I will work very
hard at erasing".

Johns was one of 206 people arrested for drugs possession in London over the British
holiday weekend.

A British Transport Police spokeswoman said in a statement late last night: "A man
in his 30s was arrested and cautioned for possession of an ecstasy tablet following a
routine police operation at King's Cross underground station at 4.20pm on Sunday, 26th
of August."

In Britain a formal, or "simple", caution is not a criminal conviction.

However it is recorded on the police database and may be considered in court if a person
is tried for another offence, the UK Home Office says on its website.

"If you are given a simple caution you will be officially warned about the unacceptability
of your behaviour, and the likely consequences if you commit any further crimes will be
explained to you," the website says.

Johns, who was forced out of the game in April by a recurring neck injury, has been
holidaying in Europe and the UK.

He and injured Brisbane Broncos skipper Darren Lockyer were guests at the Challenge
Cup final between St Helens and Catalans at Wembley Stadium the day before his arrest.

He had been in London for a few weeks and had accepted an invitation by former Newcastle
Knights player Billy Peden to pass on his tactical and kicking knowledge at the Harlequins
Rugby League Club.

Johns has also been working with the Wallabies ahead of the World Cup.

Vic: Government seals deal on freight buy-back

AAP General News (Australia)
04-16-2007
Vic: Government seals deal on freight buy-back

MELBOURNE, April 16 AAP - The Victorian government has bought back the state's rundown
regional rail network because its privatisation was flawed, Transport Minister Lynne Kosky
says.

The government has bought back the track network for almost $134 million, though the
above-rail business remains in private hands.

The previous Kennett government sold the network to Freight Victoria, a subsidiary
of United States operator RailAmerica for $163 million, in 1999 under a 15-year renewable
lease over 45 years.

Ms Kosky said that lease was "fundamentally flawed" in that it did not allow the government
to access the track to upgrade the infrastructure and failed to promote competition.

The deal was signed on Friday and follows a pre-election announcement by Toll Holdings
last year that it had sold back its lease of the regional rail network to the government
for $133.8 million.

At the time, Toll chief executive Paul Little said the Victorian regional rail network
had always struggled to be commercially viable because of under-utilisation.

He said rail networks generally struggled to generate commercial returns, and government
objectives for enhancing rail networks did not always meet normal commercial returns.

The main reason for the lack of commercial viability in the Victorian network was that
it relied upon the cartage of grain, he said.

Ms Kosky today hosed down any hope the government would also buy back Melbourne's public
transport system, saying privatisation of that system was working well.

"I think there is a distinction between the metropolitan system and the regional system,"

she said.

She said the government built arrangements for access to infrastructure in 2003.

"That's working very well, I have to say, with Connex and Yarra Trams, but it didn't
work at all well with the regional rail track, which is why it is so run down and why
we will have to invest significant amounts of money in it," Ms Kosky said.

She said problems on the city's troubled system would be solved under a $7.5 billion
investment in transport over the next 10 years.

"The bus contractors, the rail and the tram networks are all cooperating very well
with it," she said.

Earlier this year, Melbourne commuters endured a spate of train cancellations on Connex
services caused by a braking problem.

In March, 90.5 per cent of Connex trains arrived within six minutes of their scheduled
time and 460 of the 53,507 scheduled services were cancelled.

SA: Stormy defies police to stay in her Adelaide brothel

ADELAIDE, Dec 14 AAP - Adelaide madam Stormy Summers has barricaded herself in her
inner-city brothel, defying police as they try to evict her for unpaid rent.

Ms Summers, 60, and husband Mark Garner have welded the doors shut on the Waymouth
Street premises, which doubles as her home.

It was also believed petrol was poured near the doors to prevent authorities from breaking in.

Police went to the brothel this morning after Ms Summers failed to comply with a court
order to vacate by yesterday.

She waved at police from her balcony, but refused all calls to come out.

Police retreated after a three-hour stand-off, giving her until Monday to leave.

But after recently dropping a legal bid to stay in the building, Ms Summers said she
wanted to stay until January 3.

"We just want until January 3 to move out," she said.

"If they give us until January 3, that will give us enough time to clear the place
out and give us a chance to have a Christmas."

Ms Summers said she planned to reopen at another location after operating in Waymouth
St for 15 years.

She has been a controversial character in Adelaide for many years.

In 2000, she failed in a bid to become the city's mayor and then unsuccessfully stood
for the upper house of state parliament.

In October this year, Ms Summers and Mr Garner were also charged with firearms offences
after a police raid on their home allegedly found a cache of guns and other weapons.

Qld: Sir Joh powered by Sparkes

AAP General News (Australia)
08-07-2006
Qld: Sir Joh powered by Sparkes

By Steve Connolly

BRISBANE, Aug 7 AAP - He was the power behind Sir Joh.

Sir Robert Sparkes, who died last night on the Gold Coast aged 77, was the long time
state president and key strategist of the National Party when it dominated Queensland
politics.

Described as a "mogul" and a "puppeteer with a government on a string", Sir Robert
ran the one-time Country Party in Queensland from 1970 to 1990.

During that time he formed a strong political partnership with Joh Bjelke-Petersen
- the state premier from 1968 to 1987.

Sir Robert, knighted in 1979 for services to local government, was regarded as having
one of the finest political brains in Queensland history.

Although a ruthless operator, he also worked to make the Nationals more progressive
on social policy issues including condom vending machines and the introduction of sex
education in schools.

Former Queensland premier and Nationals leader Rob Borbidge said Sir Robert and Sir
Joh, who died last year aged 94, were "an odd couple" in many respects.

"One tended to balance the other out and they fought frequently," Mr Borbidge said
on ABC radio today.

"They differed on policy issues from time to time. Bob Sparkes was far more moderate
in terms of social policy than Sir Joh ever was.

"But having said that they were able for most of the time to work together and became
a very formidable team.

"One bounced off the other and it was quite an impressive outfit at its peak.

"His strategy had a lot to do with the big (election) wins Sir Joh was able to deliver
during the 1980s and he played a pivotal role in both state and national politics for
a long, long time."

Sir Robert would later say Sir Joh had a "schizophrenic" personality and that his moods
could swing from "quietly spoken modest sort of bloke" to "raving, roaring bull".

In the late 1980s the political partnership with Sir Joh turned sour when the premier
pushed towards the federal arena during the ill-fated Joh for PM campaign, which Sir Robert
opposed.

Sir Robert helped orchestrate a leadership coup by Mike Ahern which led to Sir Joh's
downfall in 1987 and less than two years later he plotted Mr Ahern's demise as Labor returned
to power.

But within a year of the election of the Goss Labor government, Sir Robert announced
he would quit as party president.

Starting his political career in local government during the early 1950s, Sir Robert
was also mayor of the Wambo Shire, centred on Dalby in southern Queensland, for 32 years.

Both sides of politics today paid tribute to Sir Robert following his death at a Gold
Coast nursing home.

"Sir Robert Sparkes was probably one of the smartest political tacticians of my generation
and one of the more significant men in my political time," Premier Peter Beattie said.

"I wasn't beyond looking at his tactics over the years.

"He was very, very clever and that's the sort of thing the National Party misses these
days - that sort of genuine commitment to policy and to rural Queensland. It's certainly
the end of that era."

Opposition Leader Lawrence Springborg said Sir Robert was a man of wisdom, vision and
achievement.

Mr Springborg said Sir Robert had been a major architect behind the modernisation of
the Nationals, including changing the name from the Country Party, and lauded his partnership
with Sir Joh.

"Together they listened to the ordinary person and together they acted and campaigned
on the values and goals of ordinary Queenslanders. That is a recipe for success."

Sir Robert, who ran a cattle and grain property at Jandowae near Dalby, battled Parkinson's
disease in his final years. His wife Lady June Sparkes died in 1999. The couple had two
sons.

Safeway, Tesco team up on net. (MMR Annual Report Safeway).(on-line grocery and home delivery business)(Brief Article)(Statistical Data Included)

PLEASANTON, Calif. -- This year' marked the debut of Safeway Inc. in the on-line grocery and home delivery business.

In January the company initiated its Safeway.com Internet service in the Portland, Ore./ Vancouver, Wash., area, filling orders out of five stores. The service was operated by GroceryWorks, a joint venture in which Safeway holds a 50% stake, while Tesco PLC, the United Kingdom's No. 1 supermarket operator, owns 35%. In mid-March Safeway launched the service in the San Francisco and San Jose areas.

Tesco claims to have the only Internet-based home delivery grocery business that is profitable. GroceryWorks incorporates systems and know-how from Tesco, combining them with Safeway's merchandising capabilities.

Around the same time that Safeway brought GroceryWorks to the Bay Area, its main California competitor, Albertson's Inc., introduced its own Internet grocery business to the region. As a highly affluent, urban market, San Francisco and its surrounding communities constitute an ideal environment for web-based grocery services.

Portland/Vancouver was seen as a good market to initiate the service, since studies indicated that over two-thirds of households have Internet access. In addition, the now-defunct pure-play web grocer Webvan Inc. had enjoyed strong support in the market.

Safeway has chosen to follow the Tesco model of filling orders out of selected stores rather than from a dedicated distribution center. Nearly all of the items available in-store can be purchased on-line at store prices.

The web site is designed to resemble the organization of an actual store to facilitate on-line shopping. Orders are delivered the following day within a customer-designated two-hour time slot between 10 a.m. and 9 p.m. Orders placed before 10 a.m. can be delivered the same day.

Holders of Safeway's Club Card are eligible for a wide variety of specials. A time-saving feature further enables them to access their regularly purchased items more quickly. Customers do pay a $9.95 service charge.

Each order is processed by an employee using a specially designed cart that features a computer displaying exactly which items were ordered and where they are located--a key part of the Tesco contribution. Orders are delivered in special temperature-controlled trucks that contain freezers and refrigerated compartments as well as ambient-temperature zones.

eLOT Announces Fourth Quarter and Year End Results.

Business Editors

NORWALK, Conn.--(BUSINESS WIRE)--March 7, 2001

eLOT, Inc. (NASDAQ:ELOT), a provider of web-based retailing and Internet marketing services to governmental lotteries, today reported financial results for the fourth quarter and year ended December 31, 2000.

Gross revenues from continuing operations for the fourth quarter of 2000 were $443,000 compared to $12,000 in the fourth quarter of 1999. Sequential revenues increased 44% percent compared to $308,000 in the third quarter of 2000. Net revenues for the fourth quarter of 2000 were $401,000 compared to $8,000 in 1999. During the fourth quarter the Company began recording its advertising revenue net of agency sales commissions, in accordance with new guidance issued by the FASB's Emerging Issues Task Force. The loss from continuing operations for the fourth quarter was $4.7 million, or $0.07 per share, compared to a loss from continuing operations of $6.8 million, or $0.11 per share, in the fourth quarter of 1999.

For the full year 2000, gross revenues from continuing operations were $1 million compared to $12,000 for 1999. Net revenues were $831,000 for the 2000 year versus $8,000 in 1999. The loss from continuing operations for the year was $15 million, or $0.23 per share, compared to a loss from continuing operations of $12.0 million, or $0.21 per share in 1999.

Edwin McGuinn, President and Chief Executive Officer, commented, "During 2000 this Company completed a major transition from a telephony company to an Internet company while at the same time attempting to pioneer an industry with numerous political obstacles. Despite these significant obstacles and the overall weakness in stock market conditions eLOT has made substantial progress executing its business plan. It is our belief that broad adoption of Internet lottery is inevitable. In the near term we are working to put the company on secure financial footing by reducing expenses and growing several revenue verticals so we are in the position to capture significant market share when Internet lottery is widely adopted."

Highlights since the beginning of the fourth quarter include:

-- Introduced a free instant lottery game with a $1 million jackpot on eLotteryFreeWay.com. -- Formed strategic alliance with MDI Entertainment. Subsequently launched second and third chance sites for the Hoosier Lottery, the Kentucky Lottery and the New Jersey Lottery. -- Launched enhanced eLottoNet.com web site with a new design and new features including a free Lottery Email Notification Service (LENS). -- Adopted amendments to the Company's bylaws designed to improve corporate governance. -- Awarded a contract by the Maryland Lottery to provide an Internet interface to their lottery subscription system. This will allow the Maryland Lottery to receive subscription orders over the Internet for the multi-state jackpot BIG GAME and Maryland's weekly Lotto Game. -- Entered into a licensing agreement for Virtgame.com Corp.'s Macro eBorder Control technology. The proprietary eBorder Control technology will allow eLottery to restrict the distribution of Internet lottery tickets based on geographic location. -- Partly as a result of significant lobbying efforts by eLOT, the 106th Congress adjourned without enacting legislation that would have restricted the ability of state lotteries to distribute lottery tickets over the Internet. Congress' refusal to act on the Internet Gambling Prohibition Act (H.R. 3125) ensures the rights of individual states to bring their lotteries onto the Internet. -- Hired Greg Ziemak as Senior Vice President of Sales and Marketing. Mr. Ziemak has over 27 years of lottery industry experience including positions as the Executive Director of the Kansas Lottery, Director of the Connecticut State Lottery and President of the North American Association of State and Provincial Lotteries (NASPL).

At December 31, 2000, the Company had approximately $5.7 million of cash and cash equivalents. To improve its financial situation and preserve its cash resources, the Company has implemented the following: 1) hired an investment banker to sell a portion of the Company's investment in Dialogic Communications Corporation ("DCC), a private company, based in Franklin, Tennessee, that develops and markets interactive call processing and two-way notification solutions for business, industry and government; 2) made a significant reduction in the Company's workforce; 3) reduced its planned capital expenditures substantially; 4) dramatically reduced its lobbying expenditures; 5) implemented a 15% salary deferral program for senior management; 6) reduced rewards and content costs related to the operation of the Company's consumer web sites; and 7) reduced all other expenditures to the extent possible.

These actions have reduced the Company's total cash burn to less than $1,000,000 per month. Additional identified savings should reduce the cash burn to less than $850,000 per month during the second quarter. The Company continues to explore several strategic alternatives for financing its activities and operations going forward.

As expected, due to the Company's limited cash resources and until the Company is able to raise additional cash through the sale of its investment in DCC or other strategic financing alternatives, the report of independent public accountants on the Company's consolidated financial statements for the year ended December 31, 2000 will contain an explanatory paragraph stating that the consolidated financial statements have been prepared assuming that the Company will continue as a going concern, while noting that the Company's losses and current cash resources raise doubt about the Company's ability to continue as a going concern. Upon successfully raising additional capital, which would provide the Company sufficient cash resources to support its operations through December 31, 2001, the Company plans to request that the independent public accountants reconsider the explanatory paragraph in its report on the Company's consolidated financial statements.

eLOT has scheduled a conference call on Thursday, March 8th at 11:00 a.m. eastern time to review the fourth quarter and full year results. To access the call please dial 212-896-6084. The call will also be broadcast over the Internet at www.vcall.com.
