WASHINGTON The UN Security Council on Wednesday imposed stringentcease-fire terms on Iraq that seem to guarantee Baghdad will be tooweak to threaten its neighbors for decades but strong enough to keepa tight and oppressive hold on the country's restive population.
The U.S.-initiated resolution requires Iraq to accept theremoval or destruction under international supervision of allchemical and biological weapons and nuclear-weapons-usable material,as well as all ballistic missiles with a range of more than 95 miles,such as the Scuds used to bombard Saudi Arabia and Israel during thePersian Gulf war.
